Selling a House in Highland Beach: What Is Actually Different

Public information with the source next to it, not a paragraph that sounds local.

Highland Beach is a barrier island town in southern Palm Beach County, incorporated in 1949: about 2.8 miles long, between the Atlantic Ocean and the Intracoastal Waterway, with Delray Beach to the north and Boca Raton to the south. Nearly all of its residences sit along State Road A1A, its main street, from the Bel Lido subdivision to condominiums such as Seagate of Highland Beach. The median home dates from 1983 and 39% predate 1980, and the Town, citing the proximity to salt water, requires condominium buildings of three or more stories and four or more units to be recertified from age 25. We buy units in them as they sit.

More than nine of every ten of Highland Beach's 2,341 occupied homes (92.9%) are lived in by their owners, half of those owners moved in by 2012, and nearly four of every five owner households (78%) are headed by someone 65 or older. So the home often reaches us through an estate in probate at the Fifteenth Judicial Circuit, or a move that cannot wait. We work alongside the estate's attorney and pay that attorney at closing, and the relocation plan covers movers and a rental agent for your next place.

Before closing, the title company orders the Town Clerk's lien search: $175 per parcel control number, five to seven business days with no expedited service, covering unpaid utility balances, liens and code violations, and open permits. Under the Building Department's 2026 policy an expired permit is not a closed one: it can be reinstated only within 180 days, for $250 if the Building Official approves, and after that the work needs a new permit or the Town opens a code case. Code cases go before the Code Enforcement Board or a special magistrate, whose recorded fine order is a lien on the land. We order and read all of it before the offer, and any balance shows as a line before you sign.

Before closing in Highland Beach
  • The Town Clerk's Office runs the municipal lien search and verifies unpaid utility balances, meter types, liens and code violations, and open permits; each request gives the Palm Beach County parcel control number (PCN), the address and the owner's name, costs $175 per PCN and takes 5 to 7 business days, and the Town offers no expedited service. Source
  • The Town's Fiscal Year 2026-2027 schedule of fees (Resolution No. 2026-016) keeps the municipal lien search at $175 per parcel control number, and charges $100 to extend a building permit before it expires, $250 to reinstate an expired permit if the Building Official approves, and 2.5 times the original permit fee, up to $10,000, for work commenced without a permit. Source
  • Under Building Department Policy No. 2026-001, Revision 1, effective July 22, 2026, an expired permit is not a closed permit; it can be reinstated only within 180 days of its expiration and only for the rest of that period, after that completing the work requires a new permit under the code then in effect, and if no new permit is sought the Town initiates a code enforcement case for work without a valid permit. Source
  • The Code Enforcement Board or a special magistrate can fine up to $250 a day for a first violation and $500 a day for a repeat ($5,000 per violation if it is irreparable or irreversible) and may reduce a fine; a recorded fine order is a lien on the land, only the board or the special magistrate can reduce code enforcement liens, and administrative costs cannot be reduced. Source
  • The Town's milestone inspection program covers threshold buildings and condominium or cooperative association buildings: recertification every 10 years once a building is 25 years old and every 7 years once it is 40, a Phase Two inspection when Phase One finds substantial structural deterioration, repairs within 365 days of the Phase Two report's acceptance, and enforcement through the Town's code enforcement process. Source
  • The first two digits of a Palm Beach County parcel control number are the municipality code: 24 for Highland Beach. Source

Questions Sellers Ask Us

The ones people ask about this, answered straight.

  • What does the Town of Highland Beach check before a sale closes?

The Town Clerk's Office runs the municipal lien search: $175 per parcel control number, five to seven business days with no expedited service. It covers unpaid utility balances, meter types, liens and code violations, and open permits. A parcel control number that begins with 24 is inside the Town. We order it early and read it before the offer, and any balance shows as a line before you sign.

  • My condo building is going through its milestone inspection. Can you still buy my unit?

Yes. The Town's milestone program covers condominium and other association buildings: recertification every 10 years once a building is 25 years old and every 7 once it is 40, a Phase Two inspection if the first one finds substantial structural deterioration, and repairs within 365 days of the Phase Two report's acceptance. We buy units at any stage of it, as they sit. Tell us where your building stands and we price it in, and any association balance shows as a line before you sign.

  • There's an expired permit on my Highland Beach home. Will that stop the sale?

Not a sale to us. Under the Building Department's policy an expired permit is not a closed one: it can be reinstated within 180 days of expiring, for $250 if the Building Official approves, and after that finishing the work takes a new permit or the Town opens a code case. Code fines run up to $250 a day for a first violation, and the Code Enforcement Board or a special magistrate may reduce them. We buy with the permit open, read the Town's lien search before the offer, and deal with the Town ourselves after closing. We are buyers, not lawyers, and we give no legal advice.

  • I inherited my parents' condo in Highland Beach. Can you buy it while probate is open?

Yes, and here we plan for it: nearly four of every five owner households in Highland Beach are headed by someone 65 or older. Palm Beach County estates are probated in the Fifteenth Judicial Circuit; we work alongside the estate's attorney and pay that attorney at closing. Your attorney runs the estate. We are buyers, not lawyers, and we give no legal advice.
