Selling a House in Hallandale Beach: What Is Actually Different
Public information with the source next to it, not a paragraph that sounds local.
Hallandale Beach is one of Broward County's oldest communities, settled by Scandinavian farmers in the 1890s. The Town of Hallandale, created on May 11, 1927, was the eighth municipality in Broward County, and it took the name Hallandale Beach on August 27, 1999. By the close of the 1960s the beach area had 34 high-rises, Three Islands followed in 1971, and older wood-framed houses and cottages still stand mainly west of Federal Highway. The median home dates from 1975 and 70% predate 1980, so the house or unit that reaches us often keeps its original plumbing or wiring, and we price it as it sits.
Owners live in 54.9% of Hallandale Beach's 19,705 occupied homes, so about 45% are rented. The typical owner has been in place since 2014, and 45% of owner households are headed by someone 65 or older. So a sale here often starts with an estate in probate at the Seventeenth Judicial Circuit, or with a tenant still in the unit. We work alongside the estate's attorney and pay that attorney at closing, and you do not have to evict anyone for us.
The title company orders the City's lien report through Conduits: $295, covering utilities, general billing, code violations, permit history, liens and CRA loans, and unpaid City water and sewer charges come due in full on a transfer. A Special Magistrate hears code cases and can certify a fine as a lien; once the property complies, the City's mitigation standard is 5% of the lien plus administrative costs for a homestead, 15% for a second home or vacant house and 20% for a rental. Condo buildings 40 years or older need Broward County's structural and electrical safety inspection, repeated every ten years, and the City posts each building's status. We read all of it before the offer, and any balance shows as a line before you sign.

- The City's lien reports come through Conduits, a system operated by Net Assets Corporation: $295 per report, covering utilities, general billing, code violations, permit history, liens and CRA loans. Authorized companies are invoiced monthly, individuals and occasional users request directly from the City, and once a lien is satisfied the City issues a Release of Lien, with a $125 processing fee when the City processes it. Source
- Under Section 30-11 of the City Code, unpaid water and sewer charges and their interest are a lien on the property, on a par with county taxes, and all unpaid amounts due to the City for utility service become due and payable in full upon any transfer of ownership. Source
- Special Magistrate hearings are held on the first Thursday of the month at 9:00 AM; when a property is in violation the Magistrate issues a Final Order with a compliance date and the date a daily fine starts, code officers can ask for a Final Order Certifying Code Enforcement Fine and Lien when an owner has made no effort to comply, and owners can request a Mitigation Appeal Hearing for a case with a code lien. Source
- Under the City's Mitigation of Liens and Fines Policy 2025-R8, a notarized petition costs $250 per lien and is considered only once the property and every other property the applicant owns in the City comply; the standard is 5% of the total lien plus administrative costs for a homestead, 15% for a second home, vacant or newly purchased property and 20% for a rental, hardship such as death, illness or age can bring up to a 100% reduction at the City's sole discretion, and liens or fines of $1,500 or less must be paid in full. A buyer in an arm's length transaction may have the fines that accrue from its permit application to the final inspection left out if the permit is applied for within 6 months of the transfer, neither the application nor the permit expires, and every violation is corrected within 90 days of the permit's issuance. Source
- Under the Broward County Building Safety Inspection Program, buildings 40 years old or older need a structural inspection by an architect or engineer and an electrical inspection, and again every ten years; one- and two-family dwellings and buildings under 3,500 square feet are exempt. The City notifies owners or associations by certified mail from June through August, posts a current status report by property, and links to each association's condominium registration documents. Source
- In Three Islands, the City Commission approved a non-ad valorem special assessment on June 18, 2025, levied on 4,046 non-exempt residential condominiums and townhomes to pay for guardhouses, access controls and traffic calming: $865.05 per parcel in five annual installments of $194.31 (FY 2026 to FY 2030), collected on the Broward County property tax bill from November 2026. When a property is sold, any unpaid balance runs with the land and is either paid at closing by the seller or buyer or assumed by the buyer. Source

Do you buy condos in Golden Isles, Three Islands and along A1A?
Yes, condos, townhomes and houses anywhere inside the City, from Golden Isles and Three Islands to the Palms of Hallandale Beach, Foster Road and Atlantic Shores. In Three Islands, the City's special assessment for the new guardhouses and traffic calming runs with the land: when a unit is sold, any unpaid balance is paid at closing or the buyer takes over the remaining installments, which appear on the Broward County tax bill from November 2026. If the building is 40 years or older, we check its safety inspection status on the City's list. Any association or assessment balance shows as a line before you sign, and you pick the closing date.
-
What does the City of Hallandale Beach lien search cost, and what does it show?
The City's lien report comes through Conduits, a system run by Net Assets Corporation, and costs $295 per report. It covers utilities, general billing, code violations, permit history, liens and CRA loans. Under the City Code, unpaid City water and sewer charges are a lien on the property, and any unpaid utility balance comes due in full on a transfer of ownership. We order the report early, read it before the offer, and any balance shows as a line before you sign.

My Hallandale Beach house has a code fine that became a lien. Can you still buy it?
Yes. Here the Special Magistrate's Final Order sets a compliance date and the date a daily fine starts, and the fine can be certified as a lien. The City takes a mitigation petition, $250 per lien, only once the property complies, and for a buyer at arm's length its policy may leave out the fines that accrue from the permit application to the final inspection, if the permit is applied for within six months of the transfer and the violations are corrected within 90 days of its issuance. We buy with the lien attached and work it with the City ourselves; you clear nothing first. We are buyers, not lawyers, and we give no legal advice.

I inherited a house or condo in Hallandale Beach. Can you buy it while probate is open?
Yes. In Hallandale Beach 45% of owner households are headed by someone 65 or older, and in Broward an estate is probated at the Seventeenth Judicial Circuit. We work alongside the estate's attorney and pay that attorney at closing, on the date you pick. If the property also carries a code lien, the City's mitigation policy lists death, illness and age among the hardships it may weigh, up to a 100% reduction at the City's sole discretion. We are buyers, not lawyers, and we give no legal advice.
